LCOA has an experienced staff who manage the day-to-day operational details of the association. The team is led by our executive director, who reports to and works closely with the board of directors. LCOA has a staff of full-time employees and a roster of part-time, seasonal, and contract personnel to serve you. More info about the staff is found below.

Blake Hammon - Executive Director 
 
Blake is an accomplished business and operations executive with over 16 years of experience driving organizational growth and profitability. He specializes in developing and implementing strategies that seamlessly integrate processes, people, and operations to achieve operational excellence and sustainable success. Blake's expertise spans across business strategy, organizational development, corporate operations, and human resource management.
 
In addition to his extensive operational experience, Blake has served as a member of the Board of Directors at Castlewoods in Brandon, MS, contributing to strategic decision-making and organizational governance.
 
Outside of his professional commitments, Blake values quality time with his daughter, Ady, and enjoys maintaining an active lifestyle through CrossFit and early morning runs with his dog, Elly.
Dean Orr - Facilities Manager
 
Dean is an experienced operations and facilities professional with a strong foundation built during his service in the United States Marine Corps. His background in leadership and discipline carries into his work managing facilities, coordinating projects, and ensuring that operations run smoothly and efficiently.
 
Over the course of his career, Dean has focused on improving systems, strengthening compliance, and supporting teams to achieve consistent results. He is known for being steady, professional, and trustworthy, with a hands-on approach to problem-solving.
 
Outside of work, Dean values time with his wife, Amanda, and their two children, Peyton and Noah. He enjoys staying active, watching sports, and never misses a chance to cheer on his KC Chiefs.
Carson Crawford - Staff Accountant
 
Carson, our Staff Accountant, is responsible for planning and directing the accounting operations of the Association. Carson holds a bachelor’s degree in accountancy from Delta State University with over fourteen years of accounting related work experience.  
Lisa Parker - ARC/Violations
 
Lisa has a B.A. in History and Political Science from the University of Southern Mississippi and an M.A. in Public Administration from Troy State University and she is a graduate of the Defense Information School certified as a Public Affairs Officer and Joint Intermediate Public Affairs. Lisa is a member and instructor of the Emergency Support Functions (ESF)-15 Federal Emergency Management Agency External Affairs cadre.
 
Lisa is a dynamic communications leader with over 28 years of experience driving strategic public relations, crisis management, and stakeholder engagement. Adept at crafting impactful communication strategies, leading cross-functional teams, and managing high-stakes media relations. She has proven expertise in navigating complex challenges, delivering measurable results, and building strong relationships with diverse stakeholders in fast-paced environments.  
 
Her awards include Department of the Army, Civilian Award for Humanitarian Service 2017, 2018, 2019, Department of the Army, Achievement Medal for Civilian Service, 2018, 2024, Department of the Army, Commanders Award for Civilian Service, 2011, 2018, Department of the Army, Secretary of Defense Medal, for the Global War on Terrorism 2009, Department of the Army, Achievement Medal for Civilian Service 2007- Supporting the Global War on Terror in Iraq, Navy Achievement Medal 1991, National Defense Service Medal 1990, Overseas Service Ribbon 1990, and First Good Conduct Award 1989.

Two Administrative Assistants - Dawn Gray and Ayanna McGhee
Job Summary: Provide administrative support to ensure the efficient operation of the office. They support managers, employees, and members through a variety of tasks related to organization and communication. 
 
Two Maintenance and Project Assistants 
Job Summary: Perform work to maintain the facilities, equipment, and common areas in safe, operable condition. Regularly clean amenities.
 
Seasonal Pool Attendants
