2025 Audit - Year end results

Dear Lake Caroline Property Owners,
 
In the audit of Lake Caroline Owners Association’s 2025 financial statements, the independent auditor issued an unmodified opinion. In simple terms, this is the best type of audit result an organization can receive.
 
An unmodified opinion means the auditor looked at the HOA’s financial records, asked questions, tested information, reviewed documents, and examined how the numbers were prepared. After doing all of that, the auditor concluded that the financial statements accurately and fairly show LCOA’s financial position, according to standard accounting rules. The report states that the financial statements "present fairly, in all material respects, the financial position" of LCOA for 2025 and 2024, which is the formal language of an unmodified opinion.
 
We are pleased to provide you with an overview of LCOA’s financial performance for the year ending December 31, 2025. These financial statements offer a transparent look at how LCOA's resources were managed throughout the year and reflect our ongoing commitment to maintaining the long-term health and value of our community.
 
At the close of 2025, LCOA held approximately $2.9 million in total assets across operating and reserve accounts. These funds serve two primary purposes: supporting day‑to‑day community operations and building reserves for significant future repairs and replacements. Maintaining appropriate reserves allows us to plan responsibly for major upcoming projects and helps reduce the likelihood of sudden assessment increases.
 
During the year, LCOA generated more revenue than expenses, resulting in a positive operating surplus of roughly $448,000. The majority of LCOA’s income (2,844,404) continues to come from annual assessments paid by property owners, supplemented by revenue from boat registrations, rental fees, architectural review charges, and investment earnings. This surplus reflects our continued efforts to operate efficiently while ensuring community standards are upheld.
 
Operating expenditures ($2,396,461) for 2025 included costs associated with staffing, landscaping, amenity maintenance, capital improvements, insurance coverage, professional services, and general upkeep of the neighborhood’s common areas. These investments are critical to preserving the quality, safety, and appearance of our shared spaces and amenities.
 
The community consisted of approximately 2,370 lots at year‑end. Most property owners paid the standard annual assessment of $1,149, while builder and developer lots were assessed at reduced percentages in accordance with governing documents. These collective contributions ensure that essential services and long-term obligations are properly funded.
 
Overall, the LCOA ended 2025 in a financially stable position. The positive operating results and strengthened reserves reflect continued focus on stewardship, fiscal responsibility, and long-term planning. These efforts help protect property values and maintain the high standards that make Lake Caroline a desirable place to live.

Dear Residents,
 
One of the greatest things about living in Lake Caroline is the pride our community takes in maintaining the beautiful common areas that we all share and enjoy. These spaces belong to every homeowner, and protecting them helps preserve the quality of life that makes our neighborhood such a special place to live.
 
Recently, the Lake Caroline Owners Association has experienced ongoing damage to common areas, including deep ruts and turf destruction caused by vehicles driving off-road and the use of unauthorized ATVs. In an effort to protect community property and ensure fairness to all homeowners, the following measures are in place:
  • Video monitoring is in use in certain common areas for the purpose of documenting property damage.
  • ATV use on common property is prohibited under the Association’s Rules and Regulations.
  • Incidents resulting in property damage will be documented, and when appropriate, reports may be filed with local law enforcement. Repair costs may also be assessed to the responsible party.
These steps are not intended to be punitive, but rather to help prevent further damage and avoid unnecessary repair expenses that ultimately impact the entire community.
 
We truly appreciate the cooperation of our residents in helping care for and preserve Lake Caroline’s shared spaces so that everyone can continue to enjoy them for years to come.

If you cannot attend, please, please turn in BOTH proxies by paper or online.

QUORUM
Annual Meeting: We are very close to meeting Quorum requirement for the Annual Meeting.  613 out of 711
Special Meeting: we need 887 to make Quorum for the meeting to take place just to be able to cast a vote for the Special Assessment to fix Camden dam.  
If we do not meet quorum, a second meeting will take place where 40% is required. Your proxy is good for 180-days. 
 
VOTE
Annual Meeting: A Yes vote by 51% of members represented either live or by proxy at the meeting duly called for that purpose is needed to seat the new Board.
Special Meeting: A Yes vote by 67% of members represented either live or by proxy at the meeting duly called for that purpose is needed for the Special Assessment to pass.
 
If you haven’t returned your proxy because you can’t decide how to vote and need more information, please submit a Contact Us or call the Office. All Board members will be happy to talk to anyone who needs more information. 
 
This is the first request for a Special Assessment in Lake Caroline’s 37-year history. 
 
  • What is a Proxy? You allow someone to vote on your behalf.
  • Do I need to submit a proxy for each meeting? Yes, submit TWO- each meeting has a specific proxy.
  • If I give my Proxy to the Management Agent, how will he vote? The Management Agent will be voting for the proxies assigned to him as YES, in favor of the special assessment.  If you wish to vote NO, please assign your proxy to a neighbor to vote no on your behalf or attend and vote in person.
  • Why can’t I vote early? We strictly follow the rules in the Covenants and Bylaws. All votes must take place at the meeting called for such purpose.
  • I want to help.  How can I help my neighborhood?  We are in the home stretch and need your help. Please ask your friends and neighbors to turn in a proxy even if they plan to attend because best intentions can be disrupted.
